They needed more of the characters associated with Jones in his panel. Certainly the Grinch, fighting back tears in much the same way Grumpy does when Snow White is dead; the Road Runner comforting the distraught Coyote.
I'm pretty sure that Chuck one is just a passed-around Photoshop job that was done long after the fact. The official WB memorial to Jones as a two-page magazine spread showing a drawing board with sketches of his characters and the caption "Drawn to the close."
